Nebraska Affordable Insurance Exchange Grants Awards List

Nebraska has received two grant awards to build its Affordable Insurance Exchange. This includes a Planning Grant and a Level One Establishment Grant.

Summaries of Nebraska’s applications for each grant are provided below:

 

Establishment Grant Level One Application Summary

Summary: The Nebraska Department of Insurance used its Level One funding to  research and design what an Exchange for the state could look like. With its Exchange Planning grant, Nebraska conducted a detailed market impact assessment, developed several financial and economic models studied  Exchange sustainability, and performed an IT system interface gap analysis between Medicaid and the Exchange. Using Level One funds, Nebraska focused on several additional issues, including: a deeper analysis of the effect of an Exchange on Nebraska's insurance markets; creating a risk adjustment/reinsurance plan; performing additional studies on program integration and program integrity; designing a comprehensive outreach and education plan;  researching  a SHOP Exchange; and writing an RFP for a comprehensive IT development plan.

 

State Planning Grant

Amount Awarded: $1,000,000

  • Develop a list of the stakeholders within the State who will provide input regarding the State’s decision about whether to operate the Exchange, on what basis to operate an Exchange, and planning and implementation of the Exchange.
  • Develop a description of how an Exchange would build on and integrate with existing State and Federal programs such as Medicaid and the Children’s Health Insurance Program.
  • Assess potential current and future staff levels, contracting capabilities and needs, and information technology for operation of an Exchange.
  • Conduct an initial assessment of information technology systems and the need for modifications or new systems to facilitate eligibility and enrollment and other Exchange functions.
